From the preface, 'The author's sentiments are liberal: when he speaks of public measures and of the serveral govenments of Europe it is with candour and impartiality. He lays it down as a principle, that until the dominion of France be confined within the limits of the late monarchy, Great Britain cannot enjoy peace. It is his opinion, that if the entire independence of Holland and Spain be not secured, the French project to subjugate the British Kingdoms will never be abandoned.... [he] predicts that the third [war] is not far distant... ' The author then gives recommendations to the nationr in order to prepare for the coming conflict.
